There are two definitions for what defines the eastern and western hemispheres of the Earth.
The proper definition is that the Western Hemisphere includes all points west of the Prime Meridian up to the 180-degree line and the eastern hemisphere includes all points east of the Prime Meridian up to 180-degree line. According to this definition, Western Sahara is in the western hemisphere because it is west of the Prime Meridian.
The looser definition is to consider the Old World Continents: Europe, Africa, Asia, and Australia to be the eastern hemisphere and for the New World Continents: North and South America to be the western hemisphere. According to this definition, Western Sahara is in the eastern hemisphere because it is part of Africa.
It is also worth noting that Western Sahara is clearly in the northern hemisphere as well (there are no objections to this analysis).
