Bills are typically discussed in standing or sub-committees prior to voting. Most "die in committee" and never make it to a vote.
Each body allows time for the members to give the reasons why another should not/should vote for the bill. This is timed so members can all speak.
The bill is in a committee to be examined by people to see if it should be put forward for a vote.

Before a bill becomes a law, the Senate, the House, and the President have to approve of it.

There is five steps to making a bill becoming a law in GA. Citizen suggest an ideal, member of the house tells about the bill, the senate and house vote to approve the bill, the government signs the bill and then it becomes law.
