He believed citizens could not take up arms whenever they felt something was not done correctly or they had a grievance.

The Americans realized the conflicts between social classes, so they demanded for a government with more power and many of those leaders lost faith in the Articles of Confederation.

Farmers in western Massachusetts resented the fact that the state's tax laws favored trade at the expense of farming. The state legislature was composed mostly of merchants from Boston and other shipping towns and cities. In 1786, farmers assembled in conventions and demanded that their What_were_the_results_of_Shay's_Rebelliontax be lowered. To make up for the loss of revenue, they called for the abolition of aristocratic branches of the government in Boston. As a result of Shay's rebellion, a number of people, who had previously opposed the idea, came over to the side that that the United States needed a different type of government from the Articles of Confederation. As a result they went along with the idea for a Constitutional Convention. The constitutional convention decided they needed a way for the National Government to act against a rebellion when congress was not in session. Congress had not been in session during Shay's Rebellion and no one could authorize national military action against the rebellion. As a result they made the President the Commander in Chief of the Military Forces. The President would always be on duty. He could always take action.
