Nothing happens to the temperature during a lunar eclipse. Nothing ishappening on Earth during a lunar eclipse. It's the moon that's goingthrough the Earth's shadow and becoming dimmer.(But I'll bet you the temperature on the moon sure changes when that happens.)
A "lunar" eclipse can not happen during the new moon phase it can only happen when the moon is full.
The penumbral phase of a lunar eclipse can last for four hours or so, but the total phase never lasts more than about 80 minutes.
The next penumbral lunar eclipse that will be visible from the U.S will be on October 18th 2013. This penumbral lunar eclipse will also be visible from Europe, Africa, and Asia.

"Next" is a moving target, of course. This post was written on June 6, 2012, and the "next" lunar eclipse will be a penumbral lunar eclipse on November 28, 2012. In a penumbral lunar eclipse, the Moon becomes a little darker than normal, but generally not enough darker to be noticeable. There will be a partial lunar eclipse on April 25, 2013, and a couple more penumbral eclipses. The next total lunar eclipse will be April 15. 2014.
A lunar eclipse happens during a full moon
There will be a penumbral lunar eclipse on August 6, 2009 (you won't notice it), and a partial lunar eclipse on December 31, 2009, visible from the Eastern Hemisphere.
On average, every other year or so. There will be a partial lunar eclipse which should be visible in Oklahoma on June 4, 2012, and a total lunar eclipse on April 15, 2014. There are several penumbral lunar eclipses between now and then, but penumbral eclipses are of interest only to astronomers.

It first enters the penumbral shadow, or outer shadow caused by the Sun shining "around" the Earth. For a "partial" lunar eclipse, the Moon eventually but only partly enters the dark red "umbral shadow." If it doesn't, the eclipse is called a penumbral eclipse.
Nothing will happen if you are born during a solar or lunar eclipse.
