As a resident of SC and to my knowledge the confederate flag does not fly over the capital building. I seem to recall it was moved to the grounds in front of the capital with it's own monument.

Many reasons. Often it is because they are proud of their southern heritage. It may also hold sentimental value for descendants of confederate soldiers. Others may simply fly it because it has come to symbolize what they value or believe in. & some just do use it for racist-purposes to. Particularly among Neo-Nazi Racist groups
