When the founders were making the Constitution, there were many compromises. One was to add the Bill of Rights. However, critics said that rights not specifically enumerated were not granted. For example, putting sugar in your tea or coffee, turning over in bed, an so on. Therefore, the Ninth Amendment was added to say that We, the people, have other rights not specifically mentioned in these Bill of Rights or Constitution.
The Ninth Amendment:
The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.
To put it another way, the rights expressly given in the Constitution does not mean that those are the only rights the people retain.

In other words, something congress hasn't looked at since like 1850.
It supposedly protects rights not explciitly protected by other amendments, for example, the right to decide what one should/should not put into one's body ( drug policies ) the "right of women's choice" ( abortion ) and the right to pretty much anything not specifically prohibited by the constitution that does not violate another individual's rights.
