The main purpose was to collect pictures, as it was, and is, a very high-tech and high-quality telescope. It was constantly take billions of pictures throughout each day, and send them back to NASA.

Up until the deployment of the Hubble space telescope, all telescopes were Earth based and had the disadvantage of having to peer at the stars through the Earths atmosphere.

The Earths atmosphere introduces a large amount of distortion when viewing distant objects through a telescope. Placing a telescope in space eliminates this and provides a much clearer image and can examine much more distant objects.

HST is used by many different scientific groups and universities from many different nations. Though anyone can apply for observation time, and there are no restrictions on nationality or academic affiliation, priority is given to scientists from the host nations (United States and countries of the European Space Agency) that helped fund and build HST in the '70's and 80's, and contributed to its servicing and operation.

Even an amateur astronomer can request time. The Director of the Space Telescope Science Institute here in Maryland at the Johns Hopkins campus can donate what's known as "Director's Discretionary Time" for amateur astronomer viewing requests.

However, as request proposals are many and observation time is limited, competition is fierce to gain access. There are also specific criteria in the proposal application that must be met with the request in order to justify use of HST.
