Red Shifting happens when an object is moving away from us. The red shifting we observe when looking at distant galaxies over time tells us that they are moving away from us; the Universe is expanding.

Blue shifting would happen in the opposite scenario. You can see blue shifting if you looked at the outer perimeter of any Galaxy as since they are constantly spinning, one side will always be heading towards you...to explain this further:

Draw a dot on the outer-edge of the frisbee. Now have the frisbee spinning in front of you counter-clockwise. For each rotation, the dot is moving towards you. That will be a blue shift. Now since the Universe is expanding, the frisbee itself is also movign away from you -- that is a red shift.

If you think about that for a while, it seems to say that the entire universe is

expanding, and we happen to be at the center of it.

- For nearby stars, the red-shift tells us how fast the star is moving away from us. In this case, the red-shift is caused by the Doppler effect, rather than metric expansion.

- For very remote stars and galaxies, the red-shift component caused by metric expansion outweighs the red-shift caused by the object's motion relative to the metric.
