It means that she does, but she might not have the right kind or maybe not the right amount. What it means, though, is that she wants to make sure that she thinks it through before she rushes, which means that you matter to her, and that is always good!

She was probably hurt by someone in the past and needs time to "analyse" you, so she feels safe that you won't do the same to her.
There are also many other reasons, including she may not be ready for a relationship because she wants to focus on studies.
