A HCG level of 25 is positive. But its a low positive. Based on the tests done it sounds like you was pregnant but had a early miscarriage. Im very sorry sweetheart. See your doctor for a repeat HCG blood test.
NEGATIVE
A blood test can be done at your doctors office. Ultra sound of the uterus can show if there is a a sac forming but the standard urine test will normally turn positive before it is possible to see a sac forming with ultra sound.
If you took one test and it came out positive, but your levels are dropping and a second test came back negative, then I would say no. But if you really want to know I would go to the doctors office and have them do a blood test to see if you are pregnant.
Pregnancy tests react with a hormone that is present only during pregnancy. If one of your tests was positive, that hormone could be present, which means you are pregnant. However, since one of your tests was negative, this could mean that the positive test was a "false positive." A "false positive" happens sometimes, but it is very rare. The only way to know for sure if you are pregnant or not is to go have an ultrasound done at the doctor's office.
There are many software programs that will allow a person to make a flowchart to determine if the number is positive or negative. The person could use Open Office, Microsoft Word, Microsoft PowerPoint, or Microsoft Excel.

Not IF the mother gets a "rhogam" shot at the obstetrician's office. The shot will neutralize the effects of the opposing blood types.
I am sorry but it could have been an early miscarriage. I also had one, and found out in nearly 50% of early pregnancies they end in miscarriage, and many times before the women even knows she is pregnant.
