CB = Citizens Band.
What makes it different from other radio "services" is not so much who is allowed to
use it, but the qualifications they have to meet in order to use it.
Other radio services, in other frequency bands, require a license in order to use a
transmitter in their band. The "Citizen's Band" is unique because the only requirement
is that the operator of the transmitter be a citizen of the USA. In other words, if you
can afford to buy the radio set and your thumb is strong enough to push the button
on the mike, then you can go right ahead, no license required.
That's the reason why, so often, the 27 MHz Citizen's Band sounds like the audible
equivalent of what a downtown city street would be like at rush hour if nobody there
had ever taken a driving test.

The "NCI" stands for Nationwide Communications , Inc.". The station was part of a small chain of stations, including WGAR/WNCR, Cleveland, back in the '70s owned by Nationwide Insurance. That chain is long gone.
