I think it means that God's kingdom (Heaven) will come (To earth). Thy will be done as it is in Heaven means that the will of God will be done on earth just like Heaven. Meaning when Heaven comes all of earth will obey God and it will be as good as Heaven, it will be perfect. Jesus prayed this to God when he was teaching the disciples how to pray, 9 "This, then, is how you should pray: "'Our Father in heaven, hallowed be your name, 10 your kingdom come, your will be done, on earth as it is in heaven. 11 Give us today our daily bread. 12 And forgive us our debts, as we also have forgiven our debtors. 13 And lead us not into temptation, but deliver us from the evil one 14For if you forgive other people when they sin against you, your heavenly Father will also forgive you. 15 But if you do not forgive others their sins, your Father will not forgive your sins.

These words come from what men call the "Lord's Prayer," but what really is Christ's "elemental outline for what to ask for in a basic prayer."

Beginning with the most important issues the world needs:

After acknowledging the Sovereignty of the Father's name along with our utter respect for it... we are supposed to plead for the "gospel" [good news] of the Kingdom of God ... the Government of God... to come and take over the earth, where "God's will" [His love, respect and justice] will be established and done... the way it already is in heaven.

In other words, it's a "left-handed" plea for the return of Jesus Christ, the King of kings, with His Kingdom.

"...the Kingdom of God is at hand: repent ye, and believe the gospel [good news]." (Mark 1:15)

"...in the days of these kings shall the God of heaven set up a Kingdom, which shall never be destroyed: and the Kingdom shall not be left to other people, but it shall break in pieces and consume all these kingdoms, and it shall stand for ever." (Dan.2:44)

Daniel the prophet even foretold the gospel of the Kingdom back in ancient times. Good news that the governments of this world neither believe... nor want to hear, even if they did believe it.

Jesus Christ says it's "good news," however. He says we should pray for it... and, whether we do or not... or whether the governments of the world like it or not... He's coming back to make it happen.
