keep the cage cleen first of all and use a 'mites and lice spray'
edit::: sometimes an unclean cage may be to blame. so don't assume that a dirty cage is the issue.
In many pet shops they sell shampoo or spray. TRY this first. Give it a bath and dry it before putting it back into its hutch. If you dont treat it soon the guinea pigs skin will become infected. Guinea pigs don't suffer from dandruff, but they can get mites. You probably mistake the mites for dandruff.
You should seek a vet's advise about treatment, and apply a very thorough cleaning to the little ones' living quarters.
