Here in the US there are laws against child abuse and neglect. The child protection services of the local or higher government need to be contacted to protect the children and to have them investigate the matter.
As to what should happen to the parents, they would need to be stopped and brought to justice. This may mean prison or probation depending upon the severity of the crime. Most often times they will later say that getting caught or getting turned in was the best thing that could have happened, even though they may not think so at the time.
Parents neglect their children because they are either busy or they have more important priorities. Sometimes adults who have children have mental disabilities which dis-enable them to look after their children, this means they might subsequently ignore their children. So does that mean that a child should get attention ONLY if the have a mental disiability? I find this comment offensive and infuriating. Im going to report you.
Ideally, sex education should be taught at home. However, parents are often too busy or they neglect to teach their children. So someone has to do it.

You should contact your local dhs office and you can do this anonymously. They will send out a case worker and investigate this. If there is nothing substantial to this claim they will dismiss it, if there is abuse or neglect the children will be taken from the situation.
