It totally depends on the type of bird. One thing, birds are hatched, not born. Never give a bird milk. Some sugar water for hummingbirds, digested birdseed for doves, digested animal meat for hawks.
I would suggest fine corn meal. Another solution would be to grind down regular chicken feed into a finer crumble using a food processor. Make sure they have fresh clean water on hand. If they are real "new" like day old then they need what is called a chick starter which has been medicated to reduce the chances of intestinal ailments. This comes in a very fine crumble easily digestible for chicks. Chicks newly emerged from the shell will appear sick, they stumble around, sit pitifully cheeping like the world is ending and they can look bedraggled and to the novice (sick) They may not be. It takes time for matted vestigial feathers to dry out and fluff up. They will take hesitant leaps and stumbles literally tripping over their own clumsy feet. Keep them in a very warm area, keep in mind they just emerged from a shell kept at a constant 100F so they need a minimum of 90F for the first few hours, even days.
If, after the first few days they do not seem to be eating then get a water soluble Tonic from the place you buy your chicken feed and add it to the water dish.
For baby chicks only use pine or hardwood shavings, redwood shavings have a natural chemical in them that will make the chicks sick.
