With more detailed information I could be of more assistance to you. It really depends, back in the 'old days' when I started, you just couldn't do a lot of ''frame'' repair, that isn't so today. And we routinely repair frames. Just because a 'frame is bent' doesn't mean that it cannot be repaired, replaced, partially replaced to preloss condition. It is a rare occurance when a frame is not repairable and must be replaced. I have though replaced frames, but again this is not frequent at all, and typcially this would be on a vehicle that is of high value. (I am speaking here of 'conventional or laddler type' frames not unibody) . What kind of repair equipment does the shop have that has given this opinion? Are they even set up properly to do frame repairs? Some shops will say things must be replaced simply because they do not have the equipment or expertise to complete the repair. What does the adjuster say it needs to put it in preloss condition? If you could tell me the year make model where the damage is etc, what repair the adjuster says needs to be done, and what the shop says, I could be of more assistance to you.

How can I make sure that a garage isn't trying to overdraw on my auto repair insurance?

If your insurance company is offering auto repair insurance, you have the option of taking your vehicle to your own mechanic. Taking your vehicle to a personal mechanic rather than one chosen by your insurance company eliminates the doubts.

Do insurance agents submit the auto claims to the insurance company?

Yes that is how it works. The mechanic may also submit info to them once he sees the car.

What does an insurance company owe if you have a damaged car you can fix yourself?

An insurance company would owe you what it would cost to have a mechanic/body shop repair the car. You have the option to keep the money or pay to get it repaired. If you are talking about your own insurance company then your deductible would come out of any amount paid if you have full coverage.

Can a person cash a car insurance check that is at the mechanic and then not give the money to mechanic to fix it and tell the mechanic to keep the car?

You should create a contract between yourself and the repair facility. If the owner of the company agrees to the contract, then yes, if not... the outcome may vary from state to state if you do not pay. There is also a contract existing here between you and your insurers. If the payment is issued to the repairer you might have some difficulty with the insurance company, so check with them.
