1. Stop.
2. Look for other stop signs to see if other directions also must stop.
3. Go.
First, you should stop at the stop sign. Then, scan all areas a car could come from. If no one is there, proceed to your destination. If you arrive at the same time as another car, the car on the right has the right of way. If a car is crossing the intersection, wait until the car has completely crossed before proceeding.
Come to a complete stop behind the limit line for 3 full seconds and yield to the vehicle on your right; then proceed safely through the intersection. Never insist that you have the right-of-way.
After you have stopped and you made sure no emergency vehicle is approaching (which would supersed your way of right) you drive on.
You may only turn left. Make sure to yield to oncoming traffic before making the turn.

The rule is to stop behind the stop sign. If there is a white line on the road, the vehicle should be completely behind it. Once you have come to a full stop, you may have to creep forward to see safely.
As a stop sign
It means STOP. Only a STOP sign should have 8 sides.
I recall this from Drivers Ed. Technically a stop sign is not a stop position. You should use the crosswalk, sidewalk or edge of the road as your stop position - not the sign itself.
When you see a do not enter sign, do not enter.
The reason a stop sign is perpendicular is so that it can be seen. If the sign was leaning forward or backward, it would be difficult for oncoming traffic to see it.
Your front bumper should be on or just behind the 24" white painted stop bar on the ground. If the stop bar is missing, stop the front bumper at the location of the sign.
