After you save the second spy (from the electrified building on Toupee Terrace), use the grappling bowtie to climb the building above the Grease Monkey Garage on Balding Avenue.
On the rooftops, put on the Chameleon Suit and grapple to the guarded building to the left. Continue past it to the red building farther left. Climb the antenna to meet the friendly spy. Then grapple right again to the tall antenna on the guarded building. Enter the rooftop greenhouse to save the third spy.
