This is a "tailor" for garments. For shoes, a "cobbler." For hats, a "milliner." A woman who makes clothing is sometimes called a "seamstress," but many women who make clothing prefer the term "tailor." Dressmakers make dresses.

Clothiers deal in clothes and may make or arrange to have made the clothes they offer for sale.

CouturierA couturier is a person involved in the clothing fashion industry who makes original garments to order for private clients. A couturier may make what is known as haute couture. He or she usually hires patternmakers and machinists for garment production, and is either employed by exclusive boutiques or is self-employed.

I would say "Clothier" sounds better, a seamstress is more used for someone who mends clothing, but then again a Clothier might also be used for someone who SELLS clothing....

Honestly, just say "someone who makes clothing"
