When ice melts, it goes from a solid to a liquid, and turns into water. A higher temperature causes the H2O molecules become exited and vibrate more. The bonds between H2O molecule to become insufficient and allows the molecules to roll over one another. There is still attraction between molecules and this is what prevents a gas forming
