It is difficult to answer this question without more specifics, but based on what we know of him as president, he was a very religious Christian who believed that his relationship with Jesus had saved him from Alcoholism and who made an effort to help Christian charities and organizations, as well as giving conservative Christians greater influence in the government. He also firmly believed in the Republican party, and he thus maintained policies that were anti-regulation and pro-business; he often said he believed in smaller government, and in letting states handle matters without Washington DC meddling in their affairs. And he believed that Republican policies of cutting taxes, even if such cuts largely benefited the top 2%, would ultimately benefit the entire American economy.

Mr. Bush very much believed in a strong defense and in preemptively going into a country (like Iraq) in order to prevent it from what he believed were actions that could harm the United States. Because he was a conservative, he believed Supreme Court justices should adhere to an equally conservative point of view; he only nominated justices who were known for being judicially conservative in their decisions. And finally, he believed in and trusted the guidance from the people with whom he surrounded himself, especially his adviser Karl Rove and his vice president Dick Cheney.
