The Chinese Exclusion Act and the Pendleton Act happened while Chester Arthur was in office. Arthur was the US President from September 20, 1881 until March 3, 1885. He became the President after the assassination of James Garfield.

  • Vetoed the first Chinese Exclusion Act but signed the second weaker version which banned Chinese Immigration for a 10 -year period.
  • vetoed the Rivers and Harbors Act as a pork--barrel raid on the US treasury- veto was overridden .
  • signed and embraced the Pendleton Act which set up the modern Civil Service system to replace the old spoils system This infuriated the Stalwart group in New York and cost Arthur any chance for the nomination in 1884.
  • "Mongrel" Tariff Act - failed compromise at tariff reform which pleased nobody but did reduce tariffs by 1.5 %.

Chester Arthur was never elected President. He was elected as vice-president and became president when Garfield was killed. Arthur was put on the ticket as a favor to the Stalwart faction of the Republican party . The Stalwarts were based in New York and were in favor of keeping the patronage system in place and wanted to run Grant for a third term The rival faction known the Half-breeds wanted civil service reform and wanted to nominate James Blaine. Garfield was a compromise candidate . Stalwart support was badly needed in order to carry New York.
