"Declaration" in this context refers to a claim, to be the messenger of a message, for mankind, sent by God. Basically, bahá'Ãs believe that both the Báb and Bahá'u'lláh are "Messengers" or "Manifestations" that bring us a message from God, and that they are on the same level as the founders of several other religions - people like Jesus Christ, or Muhammad.
