Between 1991-2003, all of those various groups of warlords, tribal leaders, and strongmen who opposed the Taliban formed the Northern Alliance. However, they hated each other only marginally less than they hated the Taliban. It is likely that had they defeated the Taliban without foreign intervention that their government would have fragmented into immediate civil war.
