It is hard to define what "power" is and to give any definite answer the question must be more specific. Through centuries of history, several European countries have juggled power and vied to gain the most influence on the continent: Britain, France, Spain, Germany, Italy, Russia, etc. etc. but these have changed over time.
If we were to assume by power you mean "economic power" we can base that on each country's GDP. If so, Germany has Europe's highest GDP and we can say the most economic power. This is followed by Britain and France. If power as in military power or political influence, that is harder to define. Europe is and always has been a complex network of countries that all make their contribution to the continent's prosperity, although historically and presently, some have more influence than others.
