Water can be any of liquid gas or solid at any temperature (almost). It depends on both the heat of the material and the pressure, As an example normal water in a kettle boils at about 100 C, In a high pressure boiler the boiling point is sometimes over 400 C with the water still a liquid at that temperature. The pressure however is much higher.
Ice is less subject to pressure changes, As an example the ice on the moon is still solid even though exposed to a vacuum. In most cases ice at closer to 0 C would turn directly to a gas (sublimate)
Ice itself is not just one type of sold. As temperatures get very low ice changes from one to any of several different crtstalstrucrures.
