Ralph was upset that the hunters, who were on signal fire duty, had gone off to hunt with Jack and allowed the fire to go out. He was upset because there was no signal fire to attract a ship that had passed and they had therefore failed to be rescued. Perhaps more importantly still he was upset because none of the hunters seemed to grasp the enormity of their failure to keep the signal fire lit.
