There is no reason to wet them.
It is best to remove the vinyl tile. If it is not on cement and is on wood you can install cement backer board. Be sure to put thin set under the board. If you have never installed a ceramic tile floor before, I would highly recommend hiring a professional to do it for you. If you don't want to do that, companies that sell ceramic tiles, such as www.BuyTile.com, can probably advise you on the best way to do it yourself. Tile is better for 'wet' areas (kitchen, bathroom, laundry, entranceway) but carpet is better for 'dry' areas (dining room, lounge/living room, bedrooms, hallways).
Ceramic tile should be cut with a wet saw, or with a tile scoring tool. It is not necessary to wet the tile in either case, as the wet saw will cool the blade and the scoring tool has no blade to cool.
Tile can get vey slippery when wet! Tile in an entry way could be a great idea as long as you use a welcome rug for people to wipe their feet off on! Good luck!

Ceramic tile is best for bathrooms. It is easy to clean and is not a slip hazard when its wet.
