Heat is represented in materials by the vibration of the molecules. In a natural state, molecules want to bind to each other in varying strengths by polar or hydrogen bonds. These two attributes of matter work against each other, and when water gets warmer, the vibration of molecules counteracts the binding force, causing it to turn into liquid, then gas. Conversely, when water gets colder, the vibrations stop being strong enough to prevent the bonding, and water goes from a gas to a liquid to a solid.

That's all about temperature. The hotter it gets, the Ice (solid water) turns to, well, water (in liquid) then it vaporizes into water vapor. (in gas)
