Many things but the one factor people generally don't recognise is the welfare state. Having the government put a safety-net under everyone de-risks having children. And after the population took a hit during the war, governments across the world wanted families to have more children. So there was a financial incentive as well as the feel-good factor after the war plus antibiotics and the advent of the car-owning society led to a significant increase in the chance of survival of your children. So the incentives were all in place.
