As the starches cook, the bind together and thicken the liquid. It is exactly the same theory as custard made from powder.

However they add nothing to the flavour, and if you are making a stew etc, you would be better to reduce the stock volume by evaporation to intensify the flavours.

It works better if you mix it with a small amount of water

Because corn flour has proteins and starches in it that swell up when they mix with the water and are heated. This causes the water to thicken and become sticky.
