You would need to use a transformer. It would have to come from a three phase system. Residential homes are single phase electrical systems and the only what to get three phase 480 volts would be from a generator. This is a common question when someone gets a piece of equipment from a commercial or industrial setting where three phase electricity is commonplace. It is not practical to try to run a 480 Volt, 3 phase piece of equipment at home.

typically only high voltage commercial equipment uses multiple phase circuits (e.g. dryers, sheet metal benders, generators). more voltage means more current is possible which makes the other component requirements desirable

Yes you can and the logical approach would to use a step up three phase transformer. The primary voltage being 220 volts with an output of 480 from the secondary. The kVA rating of the transformer would be calculated on what the connected load current or connected load wattage would be at 480 volts.
