First is "malware bytes," it will help you find any malicious or semi-malicious programs running on your machine & remove them for you. Second is "decrapifier" it is intended to be used on a newly purchased computer and will help remove all the pre-packaged demo-ware which comes with new computers.

Be sure you have at least 10% free space on your hard disk & then defrag your hard disk. The defrag utility is in start> accessories> system tools.

Optimize your operating system. Windows by default loads up all sorts of services that may or may not be necessary for your particular usage needs. I suggest googling for "windows XX optimization guide" with XX as your windows version for more info on what you do & dont need.

Physically clean the inside. Unplug your machine, take off the side, & blow out all those dust-bunnies. A clean computer is a cool computer, and a cool computer is a fast computer.

Adding system RAM can greatly improve the performance of any computer system. Its like putting a turbo-charger on your car, the engines the same, but it produces a lot more power.

If possible, upgrading your video card is also a good way to boost performance in 3d games. Modern video cards have come a looooong way in the last couple years and a decent 512mb card can be had for under $100.

You want to click fix issues, and fix all selected issues or fix issue (if you only have one corrupt file in your registry.) Now you want to go to the homepage of CCleaner. Just click Run Cleaner. It might take a while, but just leave it, and it will be done, just click analyze and it will fix your registry and improve your PC performance!

You can make your computer run a little faster by installing more RAM (Random Access Memory). Installing faster RAM can help if the system can take advantage of it, and upgrading the processor will certainly help.

Other than that, you can defragment your hard drive, clean and pack your system registry, remove unnecessary startup programs, and scan it for spyware and viruses.

If you have Windows installed on a traditional magnetic media (hard disk), then it may mean that your hard disk is fragmented, and will require defragmenting - to a certain extent. Some sources indicate that some cases a complete wipe and reinstall will do much better at this instead of defragmenting.

If you don't have enough RAM installed, consider upgrading it.

Another consideration would be your system board or your CPU.

If all else checks out and none of them work, then you may want to consider changing the way your computer runs its programs at startup - usually when a computer runs many programs on startup and if they stay running concurrently, it can decrease performance.
