The heater coil is defective
My 99 convertible did this, fried my amp under the seat and blew my speakers and stereo. the problem ended up being that the weep holes in the body under the rockers were pinched shut. I had recently had the fender replaced and the weep hole was right where the jack goes. Took a screw driver and opened them back up.
