My husband is afflicted with perhaps the same thing recently. As far as my research has gone today I am thinking Mucocele. An oral condition when a pore becomes damaged and builds up saliva in a painless pocket. If you have insurance it would be good to get it checked out though anyhow. I ruled out cold sores as they are painful and what my husband experiences, though annoying, is pain-free.

White blisters in the mouth are usually canker sores, also known as aphthous ulcers. The causes of aphthous ulcers is unknown, but herpes infection has been ruled out as a cause.

If they are sore they are mouth uclers or canker sores. It normally hurts to eat, and they can be caused by stress, coffee, biting your mouth etc. They will go away by themselves in around 4-14 days. There is gel and mouthwash you can buy to lessen the pain.
