The mom must have blood type B. Blood type o is recessive and types A and B are codominant with the heterozygous condition (one A gene and one B) resulting in the blood type AB. Both genes must be type O for that type O to appear.

The child's blood type could be A or O negative, depending on the gene pairing of the A- parent (if both parents are rhesus negative then the child will be also). To clarify:

If the A- parent has the pairing AA (two dominant genes) the the child will be A- with the AO gene pair.

If the A- parent has the pairing AO the child could be A or O negative with either an AO or OO gene pair; the O blood type only manifests when both genes are O as it is a recessive gene.

Parents who are both O Neg will only have O Neg children, this is taken as a hard fast law and it is true 99.99999% of the time. There have been rare exceptions of a child having a mutated blood type, but it is so rare that we continue to call A,B, AB, or O the blood type for all.

Rh neg means neither of you have Rh factor in your blood, so your children will not have Rh Factor in their blood.

if they are both homozygous from that trait the children will be blood type BO. Because mom is BB, assuming homozygous, and dad has to be OO. HOWEVER IF THE MOM IS BO THEN THE CHILD HAS A 50% chance of being either BO or OO.
