Before a candidate country can join the EU it must have a stable system of democratic government, institutions that ensure the rule of law and respect for human rights. It must also have a functioning market economy and an administration capable of implementing EU laws and policies.

The most important rule is that the country must be a European or Europeanized country. That means the country must be physically located in Europe or have a culture that is based on European culture. For example, the US is a Europeanized country.

The country must also pledge its allegiance to Europe for the good of all Europeans. Then other rules come into effect such as the country must have a stable economy, it must be a democratic nation, the government and its citizens must pay additional taxes to the EU, etc.
