One of the symptoms of a broken timing belt is the engine when turned over with the starter will speed up and slow down in a rythmic pattern. Some of the cylinders have valves that are stuck open, so when the starter hits that part the engine will turn over faster, then slower, then faster etc. Also, you can tell if the timing belt is broken by flashing a light into the oil filler oil while somebody is starting the starter. If the valve train isn't moving then the timing belt is broken. Some belts don't break, they just get the teeth sheared off at the crankshaft sprocket. So they would look all right , but really weren't.
