The Federalist papers 30-36 concern Taxation; and the modes and limits. Number 35 addresses several points but it is all under a single reference point that "The federal power to tax is limited to specific objects of taxation" quoting that source.

Anti-Federalist Paper Number 17 took issue specifically with Article I, Section 8 of the Constitution. This section lists the many powers and responsibilities of the US Congress, including the power to levy taxes and duties, to raise and support armed forces, to declare wars, to regulate commerce, to promote science and the arts, etc.

Section 8 ends with the clause which states that Congress has the power to "make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this Constitution..."

The Constitution also says that the laws made by Congress based on the Constitution will be the supreme law of the land.

Anti-Federalist Paper Number 17 takes issue with this, arguing that this will lead to a consolidation of federal power and will make state government obsolete.
