A " Cement Slurry " is usually included in a specification involving placement of additional concrete being poured next to previously cured concrete. This may also involve a strike coat of stucco to a poured concrete surface.

The purpose of a cement slurry is twofold! (1) Reintroduce the high alkali content of Portland Cement to a host surface, and more importantly (2) Saturate the existing host surface with a high water content cement mixture that will allow this moisture to be absorbed into the host material. By saturating the host concrete with this water mix (slurry) the intent is to wet it and prevent the new concrete/patch mix from having it's water absorbed into the host material. Materials referred to as "Bonding Agents may also be specified for concrete patching in addition to a Slurry.. In both cases the function is to prevent the water in the mix being placed from being absorbed into the older host material. If patch mix water is absorbed into the host product it will result in premature hydration and shrinkage crack and bond problems at the patch interface.

I waterproof a host material to prevent this absorption and see no bond or crack problems because mix water was lost, causing incomplete hydration!!
