A brake tester is used to test brakes on vehicles. A brake tester is mostly used for testing the brakes of cars/auto-motives, but is also used for bikes and motorcycles.
For amount check the brake fluid reservoir. For amount of life left in brake fluid, use a brake fluid tester found at the automotive stores (Autozone, Advance, NAPA).

You will need a small electrical multi-tester to test the switch. Set the tester to "ohms". Disconnect the wiring from the switch. Touch one of the tester leads to one side of the switch and the other lead to the other side. Your reading should be zero. Have a friend depress the brake pedal, and the needle on the meter should swing left to right. If the needle does not swing then the switch is bad. If it swings then the problem is elsewhere in the wiring. The multi-tester can be found at hardware stores, auto parts stores and department stores.

ABS means Anti-lock Braking System. For a wheel to be able to contribute to the control of the vehicle the wheel has to be rolling. If you brake so hard that the wheel stops rolling, you are quite likely to lose control of the vehicle. ABS works mainly by comparing the rolling speed of all wheels, and if one wheel stops, the brake force to that wheel is released until it starts rolling again.

Turn signals use a relay or 'flasher' which is usually located on or near the column under the dash. Brake lights get their power thru the brake light switch on or near your brake pedal under the dash; check it with a 12v circuit tester.
Start at the basics. Bulbs, fuses, then you need to get serious and check wires and connections. It is best if you have an electrical tester to check for power.
With an ohmeter or a self-powered test light. Hook the two leads of your tester to the terminals on the brake light switch. Push down on the brake pedal and if the light stays off or the meter stays at infinity, the switch is bad.
