Yes but...

...some commercially made oatmeal does have gluten in it because it is prepared on equipment that work with other grains. So if the person ingesting has a gluten allergy they could have an adverse reaction, but they would have a reaction cooked or uncooked.

We know of no reason why oats or oat bran cannot be eaten raw if there are no special dietary restrictions requiring soft foods. However, oats are dry and absorbent and should be consumed with plenty of liquid to prevent dehydration.
