Does the Pentecostal Holiness church accept Masonic rites?

Rites? Do you mean Rituals? I don't speak for all Pentecostal Churches but I can tell you that all rituals have a ruler. Rites or rituals are performed for or to someone or something. I personally don't know about your rites but ask yourself are they performed to Jesus? If it's not Jesus, then it's idolatry (per the word). God Bless You!

Are the rituals and rites practices that were passed down from God and Jesus or do they have another starting point?

Judaism believes that all rituals and rites practices were passed down from G-d alone. Jesus is not part of the chain of Jewish tradition. If anything, Jesus is credited with starting the religion that oppressed the Jews and tried to convert them away from practicing their rituals and rites practices.

What is the difference between occasional rituals and calendrical rituals?

This depends on the religion you are asking about. In Catholicism and other Christian faiths there are a certain collection of rites that are carried out on specific days of the churches liturgical year. For example at Easter the blessing of the font, the Blessing of the Pashcal Candle, the blessing of the new fire. In judaism it would be passover, rosh chodesh, yom kippur etc. These ceremonies always occur on a certain day of the liturgical year. Occaisonal rituals occur when certain events take place. An example of this is a woman gives birth to a child, and undergoes "Churching" (something which happens very infrequently these days, or someone is sick and dying, the priest is called and the last rites are administered. These rites are administered on the occasion rather than on a certain day and date.

Does every religion have rules?

"When the Tao is lost, there is goodness. When goodness is lost, there is morality. When morality is lost, there is ritual. Ritual is the husk of true faith, the beginning of chaos." As religions get old, they become more and more rites and rituals and rules oriented. They start out as Divine Love, and end as rites, rituals, and rules.
