That's a tough one, but perhaps something like not reporting or helping the INS catch a friend who is an illegal immigrant. You are being kind and supporting your friends, helping them stay with their naturalized or citizen-by-birth family, but INS is still technically after part of the family because they were not all born here. Ethical, but technically illegal.

Ethics is always present in a hospital. Some things you may consider unethical is a DNR, in which if the patient goes into cardiac arrest or a condition like that, doctors cannot under any circumstances revive the patient, and must allow them to die.

Another, is that if a patient is infected with the blood of another patient (for whatever reason) who, say, has HIV. The patient, or even nurse or doctor, must not be aware they have been infected. This is technically leaking patient information out, and is forbidden/ illegal.

Ethics is a wide spectrum, and these are just a few examples of possibly unethical behavior that is "legal."
