The "Devil" is a creature defined in a lot of cultures, religions & beliefs.
Christians & Jews believe the devils is a fallen angel who was thrown out of heaven when he didn't obey God.
In Islam the devil deceived Adam & Eve to eat the forbidden fruit from the forbidden tree when the devil was cast out of heaven by Allah when Allah asked him to bow for Adam.
So when you believe in the devil, you can be Christian, Jewish, Muslim and much more... Older religions saw the devil as a demon too. Of course there are also different forms of satanism, in general these people worship the devil by rituals which depend on the kind of satanism.
Theists who believe in a supreme being who they seem to believe is "good" generally have established an opposing being they see as "bad". This would include the Abrahamic faiths (Judaism, Christians, Moslems), the Zoroastrians, The role in polytheistic faiths is somewhat more diffuse and divided among deaths who are malevolent as well as mischievous. This aside, theists probably is as specific an answer as is available.
Most religions which have a "good" force tend to have a counterbalancing "evil: force. Christianity and other Abrahamic faiths have god/devil. Zoroastrianism has Ahuramazda/Ahriman. As the question is "who believes in the devil" not "who worships the devil" this is your answer - all religions with a duality in the godhood. This leaves out atheists, agnostics, assorted secular folk, Buddhists and many followers of native religions which have a "Trickster" like the western first nations people of Canada who have Napi, (the old man) who keeps things interesting for humans.
First of all, and most basically, they would be religious people who believe in God, the devil and the existence of a human soul. You would not wish to sell your soul to the devil unless, first of all, you believe the devil exists, then believe that the devil has the power to offer something of value in return.
The crazy thing is that someone who believes the devil exists also believes that nothing that could ever be offered in this life would be worth an eternal price. In other words, the very notion of selling one's soul is no more than a myth. Wikipedia says a deal with the devil is a cultural motif, best exemplified by the legend of Faust. Wikipedia explains, "The person offers his or her soul in exchange for diabolical favours. Those favours vary by the tale, but tend to include youth, knowledge, wealth, fame, or power." In summary, it is only a Faustian myth that people can sell their souls to the devil.
