The T12 ribs are the lowest ribs and are usually short and not connected to anything. I can't imagine what harm would come if they are shorter than normal (hypoplastic).
hypoplastic 12th ribs noted
What is hypo plastic ribs at l1 mean

The main cause of hypoplastic ribs is when one of the ribs does not fully develop. If more than one rib is not developed fully it becomes Thoracic insufficiency Syndrome. This syndrome can gravely effect the lungs.
The ribs are attached at the thoracic region of the spinal column. There are twelve vertebra that make up the thoracic spine. Which can be referred to as T1, the top of the thoracic spine through the bottom of the thoracic spine T12 or T1 - T12. The twelve pair of human ribs are classified as True ribs, False ribs and Floating ribs depending on the ribs pair location on the thoracic spine.
The thoracic vertebra
Hahahah no. But there are 4 floating ribs (2 each side). These are the bottom of the 12. Their posterior attachment is to T11 and T12 and they have no anterior atachment, they are not connected to the sternum by cartilage.

These are the names given to the bottom of the thoracic vertebrae. Attached to these two bertebrae are the floating ribs.
The next 12 vertebrae. Develops a posterior curvature. Labeled T1 to T12. Supports the ribs. There are 12 pairs of ribs regardless of the sex of the individual.

Conus medullaris is the lower end of the spinal cord. L1 is level 1 of the lumbar vertebral. T12 refers to the 12 thoracic pairs. It shows the position at the spinal cord where the conus medullaris ends.
The conus medullaris is the bottom part of the spinal cord. It normally ends at T12 or L1, so you are normal. Below that level, the spinal canal contains a bundle of loose nerves called the cauda equina.
