A Capilliary Viscometer measures the speed at which a lquid can be forced through a narrow tube (a capillary). Thicker liquids (high viscosity like treacle) will take a lot longer to squeeze through the tube than a thin liquid (like white spirit). If you take a fluid (liquid) like blood it could be put through a Viscometer like this to see if your blood was too thick or thin. Also it could be used to check if your engine oil met up to spec.
