You will need to get a lead. If you don't have one the recipe is slime ball in the middle, string in the bottom right, top middle, top left, and middle left. Once you have that right click the horse and one end of the lead will attach to the horse then right click the fence. Remember to left click the part on the fence to take it off before riding!
