In the USA, it's the Federal Communications Commission (FCC). The FCC used to be

an agency under the US Department of Commerce, but now it's an independent agency

that reports directly to Congress. In addition to all of the ordinary radio and TV stations,

the FCC is also responsible for regulating the radio services of fire, state and local police,

taxi, ambulance, aircraft voice and navigation, cellphone systems, mobile data systems,

weather and police speed radar, ham radio operation and licensing, telephone companies,

and don't forget about microwave ovens.

In other countries, it's generally an agency under the Transportation or Post/Telecom ministries.

In a few countries, there isn't any.
