New York's Occupant Restraint laws require the following:
Children up to the age of 4 must be properly restrained in a federally approved child safety seat that is attached to a vehicle by a seat belt or universal child restraint anchorage (LATCH) system.
Children less than age 4 but weighing more than 40 pounds may be restrained in a booster seat with a lap/shoulder safety belt.
Children ages 4, 5, 6 and 7 must be properly secured in an appropriate child restraint system, one for which the child meets the height and weight recommendations of the child restraint manufacturer.*
An appropriate child restraint system is one that meets the child's size and weight recommended by the manufacturer.
A vehicle's safety belt is NOT a child restraint system.
Children riding in booster seats must be secured with a combination lap/shoulder seat belt, NEVER secure a child in a booster seat with only a lap belt.
From the age of 8 until they reach their 16th birthday, children must be restrained in a seat belt when they ride in the back seat. Front seat passengers must be properly restrained at all times, regardless of age.
Children 12 years and younger should ride in the back seat. By simply buckling up your child in the back seat reduces his/her risk of death by 33%.
*It is recommended that booster seats be used until your child is 4 foot 9 inches tall or weighs 100 pounds.
In New York, a child must be at least 12 years old to ride in the front seat of a vehicle. It is recommended that they sit in the back seat until they reach 4 feet 9 inches tall regardless of their age.
The New Jersey child passenger safety law states that children up to age eight or a weight of 80 pounds must ride in a federally approved safety or booster seat in the rear seat of the vehicle. If there is no rear seat, the child must sit in the front seat secured by a safety or booster seat.
So in NJ kids under the age of 8 and who weight less than 80 pounds must be in approved child seat or booster seat and should be in the rear seat if possible. Once they reach the age of 8 and are more than 80 pounds should still ride in a rear seat and use a seat belt. If there is no rear seat the child can seat in the front seat but must be properly belted in. Failure to comply with this NJ seat belt law could mean a fine of around $55 plus court costs from what we have read.

My umderstanding is that there is no law against children riding in the front seat of a car in NY. There are several requirments that children be "properly restrained" which varies by age and weight. However, there are no laws prohibiting a child of any age from riding in the front seat of a car.

i am not from NJ but i know that in most countries e.g. London etc children are not allowed to sit in the front at the age of 1 - 8 because it can be dangerous and most children open the handle of the door car and and be dangerous and this situation will be discussed by parents and also be charged alot of money e.g. 500 pounds to be sure you can ask polices for the law as well thankss
